Communities and businesses are dependent upon the utility sector to delivery safe and reliable power at an affordable price and to deliver programs and services that address business, resident and community needs and problems. Milepost understands the obligation utilities have and the commitment they have made to serve as an economic development and social change “engines”. As there is no one path that leads to either goal, our utility sector services are broad and include energy efficiency and consumer product program design and implementation; organizational alignment, operational efficiency, employee engagement and capacity building; and, customer and stakeholder engagement and communications.

Program Design
Turning a great idea into a successfully implemented effort requires methodical research, planning and clear understanding of behavior change best practices. Knowing your customer and what is meaningful to them informs every piece of the design process. Current state assessment, future state design and a solid implementation plan are the foundation for a successful design effort.

Organizational Development
Making lasting change within a well-established organization often requires a shift in roles and responsibilities, even within existing teams. We work with clients to reduce overlap, streamline processes and implement a working structure that facilitates efficiency and supports the team objective.

Communications
Providing utility services is a complicated business and presents multiple challenges around communications. How do we talk about this? What do people really need to know? Milepost works with our clients to open channels between management and key stakeholders using language that is simple, easy to understand and designed to engage and inform.

Metrics of Success
Having a clear understanding of where you are starting from and what success looks like provides a framework within which progress is easy to track. Every program we work on with our utility clients includes defined metrics of success. From a large scale transmission line efficiency project to a student engagement effort around taking a sustainability pledge, Milepost builds metrics for measuring results into every effort.

	Tennessee Valley Authority A NEW APPROACH TO RESIDENTIAL ENERGY PERFORMANCE PROGRAMS Managed research and development of eScore Home Energy Scorecard for TVA’s In-Home Energy Audit Program designed to help TVA reach their goal of becoming the Southeast’s leader in energy efficiency. Researched, tested and reported out on current best practices. Our team managed the design, execution and testing of scorecard look and application. To ensure the program had a user-centric development, we facilitated focus group discussions across Tennessee, Kentucky and Georgia. 	Information Insights FRAMING MATTERS TO ENGAGE COMMUNITIES IN ENERGY EFFICIENCY Working with Information Insights, Milepost Consulting served as lead researcher by designing and conducting a series of community working groups to explore five Alaskan communities’ interest in and use of energy efficiency and conservation. The study, sponsored by the Alaskan Energy Authority, also includes a statewide telephone interview, and Internet-based survey. Further, different approaches to communication frames were tested with results showing a preference for a social norming and monetary gain frame for all energy efficiency and conservation measures tested. Results have informed the potential design of a communications campaign and program materials. A key element of this study is integration of best practices for communicating energy efficiency and conservation practices to encourage immediate action and persistent savings in future campaign efforts.
